Dr Vishwa Mitter Mohan ( Younger brother of Dr Mehta Vasishtha Dev) was a highly respected academician & a Sports Person of Madhya Pradesh State. He was born on 02 April 1928 at Jaffarwal Dattan Dist Amrit Sar ( now Dist Shekhupura of Pakistan). He did his early schooling in Jaffarwal Dattan, Shekhupura. Consequent to his graduation from DAV College Lahore & post Graduation in History from Delhi University. He started his service career in Physical Education Department of Madhya Pradesh. He got married during the first week of July 1955 to Shrimati Krishana Devi daughter of Shri Devi Dyal Bakshi & Shrimati Ram Pyari Bakshi, an upper middle class family of Delhi. During early 1960’s & 1970's, he was appointed as Principle Physical Education Collage Shivpuri MP and there after as Deputy Director, Joint Director & Additional Director of Public Instructions Department ( Now Human Resources Dept) of Government of Madhya Pradesh. He was also appointed as Director of English Language Teaching Institute Government of MP. Being an eminent Sports person, he was also appointed as Manager Cum Coach – Indian School Team – 1972 World School Games, Singapore , Boys team Captained by Niraj Bajaj, which came 3rd and Girls Team, Captained by Indu Puri, which came 4th. He was also a member of main organizing committee during 1975 TT World Cup by TT Federation of India. Incidentally this was the first World cup hosted by India in any sports. During 1970 he was appointed as President – School Games Federation of India & he also played his role as a Member and Selector Bhopal Hockey Association. In addition to the above responsibilities, he was also nominated as President MP Shikshak Sangh from 1970 to 1980. He was also appointed as State Chief Commissioner Scouts and Guide MP during 1970.

The Sakas or the Scythians originally lived a nomadic life in central Asia. In the records of the early Achaemenian emperors of Persia, there are references of Saka people living in three settlements. The Sakas were the alien tribes who entered India and by defeating the native kings, established a strong foundation of the Saka kingdom in India. However there are different theories approached by scholars after a keen controversy regarding the routes through which the Sakas entered India. The most researched and widely accepted theory is that, the main body of the Sakas moved westward from Bactria to Heart, Eastern Iran and Seistan. From there they tried to force their way into the Parthian Empire but was opposed by the emperor Mithradates II. After suffering a crushing defeat in the hands of Emperor Mithradates, the Sakas moved towards the region of Eastern Iran. From East Iran, they found their way to the Indian subcontinent through the Bolan Pass.
